Experience:
- In 2008, Winluck was acting Programme Manager for IDEA in Nepal, where he assisted to establish a programme in support of a participatory process of constitution building as Nepal transitioned from war to peace and from monarchy to republic.
- Previously, he was involved in advising and drafting Kenya's draft constitution which went to referendum in 2005.
- In 2001 to 2005, he gained practical experience of national implementation of human rights norms through litigation strategies as Programme Coordinator of the African Human Rights and Access to Justice Programme, an initiative under the umbrella of the Kenyan and Swedish Sections of the International Commission of Jurists. He was the recipient of a commendation of the Kenya Law Society in 2004.
