■ Burkina Faso: Debate on abolishing term limits gains steam

In a three day conference from 7-9 December, participants -mostly sympathisers of the ruling party debated the tiopic. The issue has taken centre stage since a Consultative committee set up by the president in June completed its work last July and released a report which recommended the establishment of a Senate and post of Vice President, but failed to reach agreement on the issue of term limits. President Campaore's ambiguous declaration on the subject in mid-July, when directly asked whether or not he will step down in 2015 when his second term ends, has only fueled doubts on his intention. The Opposition (which boycotted the conference) remains distrustful of the President accusing him of of wanting to change art 37 of the Constitution which caps the presidential term at two-seven year mandates. The developments in Burkina Faso are not unique. In fact, it must be recalled - as this article also suggests - that efforts to abolish or vary constitutional caps on presidential mandates,or again influence presidential succession rules have been gaining momentum - with varying results though - in different parts of Africa in recent years.
