SCAF to release new constitutional declaration as Egyptians go to the polls
Egypt's military leaders, the Supreme Council of the Armed Forces (SCAF) are set to release a new constitutional declaration which is expected to redraw the powers of the executive, although it is unclear in what direction. Some observers think it may either reduce the powers which the executive has enjoyed over the past three decades or reinforce the position of the military. The announcement comes amidst continous bickering amongts stakeholders on the modalities for setting up the constituent assembly to draft a permanent constitution.
