Policy tools

CBP will produce a series of papers that will aim to synthesize the experiences and lessons of constitution building assistance in a policy oriented format. In order to support the development of the paper series on international assistance to constitution building and to encourage a regularized exchange amongst a community of practice, CBP will convene a series of meetings. The meetings will bring together practitioners, policymakers and constitution builders to identify and engage on the challenges to supporting democratic constitutional processes. Participants will reflect on trends, implementation gaps, and new opportunities for action. The target audience is organizations and countries active in supporting constitutional processes and the UN family. Policy themes will address the connections between assistance to constitutional processes and other processes, such as conflict resolution/prevention and democratization.

As the paper series is produced, the papers will be published online as a shared resource.

Mapping of international assistance to constitution building processes

The mapping is a collection of publicly available information about international assistance to selected countries that have recently experienced constitution building processes. It covers processes from the early 1990s up until the present, including at present Nepal, Bolivia, Cambodia, the Democratic Republic of the Congo, East Timor, Ecuador, Fiji, Iraq, Kenya, and Uganda.

The mapping contains information on the amount of funding committed, the activities and objectives of the assistance, the stage of the constitution building process which was supported, and also links to relevant online documentation.

The mapping responds to a research gap of information in this area. CBP will use it as an information resource for an evidence-based approach to analyzing support to constitution building processes. The value added of this resource is that it gathers in one place extensive yet focused material about international donor support to constitution building.

The mapping will be searchable by different criteria, such as what country was supported, the donor agency, time period or type of activities. The search results will then be visible directly, but will also be exportable, so that they can be accessed offline.
