<p>Procedural dispute on settling the contentious issues of constitution writing dominated the Constituent Assembly Hall, as lawmakers met for the second day on Tuesday to deliberate on a report submitted by the Political Dialogue and Consensus Committee (PDCC).</p><p>The PDCC report is a compilation of disputed topics of constitution writing and the views expressed by different parties.</p><p>While the parties have yet to arrive at an understanding to settle the major disputes— chiefly state restructuring and forms of government, they are now divided over the relevance of the PDCC, a special panel of the CA formed to resolve the disagreements related to constitution writing by securing consensus between disputants.</p>
