<p><em>The State Houses of Assembly submitted their report on the 1999 Constitution Alteration Bill to the National Assembly penultimate Friday. Although they took different decisions on some issues, there is however a seeming grand conspiracy by the majority Houses to deny the local government tier of its much- desired autonomy. BODE GBADEBO writes&nbsp;&nbsp;&nbsp;</em></p><p>It is no news that the 36 State Houses of Assembly unanimously voted for financial autonomy for themselves in their report submitted to the National Assembly on the Constitution amendment. The implication of their decision in favour of the independence of the state legislatures is that the State Houses of Assembly would now be on the first line charge of the Federation Account.</p>
