<p>Following the April 25 earthquake, Nepal’s constitution is moving precipitously towards a “fast-track” promulgation.</p><p>On June 8, Nepal’s four largest political parties surprised everyone by announcing that they’d reached a deal on the constitution, a deal that had eluded them long after May 2012, when the first Constituent Assembly failed.</p>
