The institutional arrangement of collective decision-making through which the public selects elected officials or chooses between other measures. The Electoral System prescribes the means and methods by which votes are cast, counted, and ultimately translated into a winning candidate or measure. The design of an electoral system has great impact on the outcomes of the elections, as well as the way campaigns are run, the development of political parties, and the range of political views represented in the government at any given time.
