Memorandum to Uganda Constitutional Commission by the Staff of The Ministry of Land, Housing and Urban Development

Memorandum in 1991 by the Ministry of Land, Housing and Urban Development to Uganda Constitutional Commission regarding the ownership of land, water and minerals. The Ministry proposes that the state should be the ultimate owner of all land in Uganda. Minerals and water should also be vested in the government of Uganda. They propose a tenure system, administrative set-up, compensation procedures, taxation, etc. for the new Constitution.
