A participatory process for making a new constitution

This document authored by Professor Yash Ghai gives an account of how the issue of public participatin in the many constitution building efforts of Nepal have been addressed and dealt with. Ghai argues that a participatory constitution making process should aim not only to raise awareness but also at enabling the people to contribute to the outcome of the process. He asserts that the publics' views must be listened to and fully taken into acount in the decisions of the Constituent Assembly.
