Preliminary Submission on Nature of Provincial System and Local Government

This document is a preliminary outline of ANC’s perspective on the nature of the provincial system and local government for the new constitution. It displays factors that need to be considered when shaping the provincial and local government system, for example the legacy of apartheid and massive inequalities. It also presents the main elements of a provincial system which the Theme Committee must address, such as boundaries and number of provinces.
